so it's obvious that the program is not always bundled with vista or 7.

It should be there Phil it is supposed to be bundled with the OS.. Where did you buy your computers from ? Do you have the discs ? Dunno.You should be able to find it in the start menu. Click all programs go to accessories and then snipping tool. Thats where it is on mine..I also created quick launch and desktop shortcuts.

Phil check this folder if its there then create a shortcut in the start menu,desktop,quick launch,etc..C:\Windows\System32\SnippingTool.exe it is a 32 bit program so you have to check the system 32 folder.

I think the snipping tool was an add on for Windows 7, but I might be mistaken, as it's been years since I've used it at home.

I did have Irfenview on a Windows 7 machine at work, However........ the one program I miss, now that I run Debian Linux.

All I know is that AFAIK it wasn't on an old borrowed 7pro business laptop and is on this new one, nor did I notice it on a new Win10 touchscreen I returned, though I spent little time browsing its heavily accessorized options, i.e. all sorts of photo, video, TV, smartphone, Blutooth, lord knows what-all was on it that folks seem to want/need these days.

A 1 TB HD and it was already nearly half full, which was more than my XP machine loaded down with nearly 20 yrs worth of email, pictures, humorous videos, Office, Open Office, folders full of little apps, several different browsers and just about every speaker program available for a Windoze machine including DOS ones, MathCad and some older variants; the list goes on n' on, way more than I can remember now.

Yes the snipping tool started with Vista..It's there in Windows 10 you just have to look a little harder for it as also in Windows 10 snipping tool they added a delay feature so you can do timed screenshots... Which is pretty cool if you want to capture things in a video,etc...
